近几年来，学校投入巨额资金先后购买了一些国内外的电子资源，以作为纸本文献资源的有益补充，基本满足了全校师生员工对原始文献的需求，为提高我校的教学、科研水平发挥了积极的作用。

根据协议，学校虽然购买了这些电子资源的使用权，但出版商对数据库的使用有明确的规定，严禁以任何不正当的方式过量下载，并且全天候监控用户的下载数量，一旦发现违规行为，将自动停止该IP地址甚至该IP段地址对数据库的访问权，情况严重的将诉诸法律。

为了维护北京师范大学的声誉，保护电子资源的知识产权，履行协议规定的义务，也为了保障广大合法用户的正当权益，维护我校正常的文献信息服务工作秩序，现将使用图书馆电子资源的有关事项通告如下：

一、我校已购买或正在试用的电子资源，任何单位或个人必须按规定使用：

1.严禁使用任何自动下载软件或智能机器人下载工具进行下载。

2.严禁整卷期批量下载。

3.不得以任何方式进行商业性活动。

4.严禁合法用户将全文下载到本地硬盘以后送给非本单位用户使用

5.未经代理商授权，任何单位和个人不得私设网络数据库或代理服务器。

6. 不得将所获得的文献提供给校外人员进行营利性使用，不得将个人网络帐号提供给校外人员使用，不得运用本校电子资源进行非法牟利活动。

7. 不得使用网络下载工具批量下载本图书馆购买的电子资源。

8. 不得连续、系统、集中、批量地进行下载、浏览、检索数据库。

二、校内各合法用户应加强IP地址的使用管理，违规使用的，将承担相应责任：

1.学校将限制违规IP地址的使用权限；情节严重的，停止该 IP地址所属单位的所有IP地址使用图书馆电子资源的权利。

2.违规责任人应做出书面检查，图书馆将通告责任人所在单位，停止其借阅权限二个月。

3.学校将视违规情节的轻重，给予责任人相应的处分。

4.因违规使用引发法律纠纷的，责任人必须承担由此给学校造成的一切损失和法律责任。

三、图书馆目前已订购的各种电子资源资源，如无特殊意外，将会长期续订，用户尽可放心按规定使用。请广大读者协助监督，如果发现违规行为，及时向图书馆举报。

In recent years, Beijing Normal University (hereinafter namely university) has invested a huge amount of money to purchase certain amount of electronic resources both domestically and internationally as a beneficial supplement to paper literature resources, basically meeting the requirements of teachers, students and staff for original literature, as well as playing an active role in improving the teaching and scientific research purposes of our university.

According to the agreement, although the university has been authorized to use the purchased electronic resources, however, the publisher made clear regulations on the use of the database, strictly prohibits excessive downloading in any improper way, and monitors the user’s downloads around the clock, once a violation is discovered, they will automatically stop the permission to access the database referring to the user’s IP address and IP segment address, and the serious situation will resort to law.

To safeguard the reputation of Beijing Normal University, protect the intellectual property rights of electronic resources, fulfill the obligations stipulated in the agreement, safeguard the legitimate rights and interests of the legitimate users, and maintain the regular work order of literature and information services of our university, the relevant matters related to the use of library electronic resources are hereby notified as follows:

1. Any unit or individual must use the electronic resources purchased or is being trialed by our university in accordance with regulations:

1.1 It is strictly forbidden to use any automatic download software or intelligent robot download tool for electronic resources download.

1.2 Batch downloading of the entire volume is strictly prohibited.

1.3 Engaging in commercial activities in any way is strictly prohibited.

1.4 It is strictly forbidden for legitimate users to download the full text to the local hard disk and give it to non-unit users for use.

1.5 Without the authorization of the agent, no unit or individual shall set up a network database or proxy server privately.

1.6 The documents obtained shall not be provided to off-campus personnel for any profit-making, personal accounts shall not be provided to any off-campus personnel, and downloaded electronic resources of the university shall not be used to carry out illegal profit-making activities.

1.7 No online download tools can be used to download electronic resources which purchased by the university library in bulk.

1.8 Downloading, browsing, or retrieving databases shall not be carried out continuously, systematically, centrally, or in batches.

2. All legitimate users on university campus shall strengthen the management of the use of IP addresses, and those who use them in violation of regulations will bear corresponding responsibilities:

2.1. The university will restrict the use of the offending IP address; If the circumstances are serious, the right to use the library's electronic resources by all IP addresses of the unit to which the IP address belongs shall be suspended.

2.2. The person responsible for the violation shall make a written inspection, and the library will notify the unit where the responsible person belongs to, meanwhile to suspend his lending authority for two months.

2.3. The university will give corresponding sanctions to the responsible person according to the seriousness of the violation.

2.4. If a legal dispute arises due to illegal application, the responsible person must bear all losses and legal liabilities caused to the university.

3. All kinds of electronic resources currently ordered by the library will be renewed in long-term if no special accidents occurred, and users are permitted to use the electronic resources with confidence in accordance with the notified regulations. Please assist in supervision, and if you find any violations, report to the library in a timely manner.
